Captain Lope de Oçina is to be in charge of the levy of sailors from the Cuatro Villas for the Atlantic Fleet, rather than Orellana.
Orellana to assist Oçina and prevent disorder and see that the best men are not reserved from the King's service, as in the past.
Do not accept anyone from quarantined areas.
Punishment for deserters.
